POLICIES

 

MISSION STATEMENT

The website of the Episcopal Diocese of Rhode Island supports the mission and ministries of the diocese. It acts as

- a communications vehicle to disseminate information about the Christian faith, the Episcopal Church, and the Diocese of Rhode Island

- an information gathering resource, providing a portal for program registrations, database updates, and other information collection tools

- a place for information exchange, presenting official diocesan documents and databases, e-mail and hyperlinked access to diocesan programs and personnel, and links to other websites

 

ADMINISTRATION

As a communications instrument of the Episcopal Diocese of Rhode Island the website operates under the authority of Bishop of Rhode Island, who is the publisher.

 

Direct administration of the website is under the supervision of the Canon to the Ordinary, who may assign individuals or groups to assist in that work. The current administrator is the Deputy for Administration.

 

The Administration of the website is governed by these policies as well as the "Style Guide" and the "Page Specifications" which are separately published.

 

SECURITY

Third-party protocols The Website is a member of/subscribes to protocols/guidelines of the certain Internet monitoring/security groups.

 

Privacy Policy

The Diocese does not track visitors to our Web site. The site captures limited information about visits to the site, but this information is used only to analyze general traffic patterns and to perform routine system maintenance.

 

The Diocese maintains several lists of diocesan leadership: parish clergy, vestry and staff members, and committee membership.  These lists are the confidential property of the diocese, and are never shared, sold, or otherwise distributed. The diocese will publish limited contact information for diocesan leadership, but any individual may request further limitation on what is published.

 

DESIGN AND HOSTING

The website is designed by Netsense Website Design, 231 Old Tower Road, Wakefield RI, 02879.  The website design will take into consideration "common-denominator technology", avoiding scripting and display protocols which waste memory resources or strain download times. The design should posit a 28.8/bps download speed.

 

The website is hosted by Netsense Website Design, 231 Old Tower Road, Wakefield RI, 02879, who operate under an ongoing agreement with the Diocese. The Diocese does not currently provide or pay for space on its host server for websites other than those directly funded by the diocesan budget.

 

PAGE SPECIFICATIONS

Specifications for each page on the website are kept in a database maintained by the Deputy for Administration.  The fields of this database are:

Name - referenced name in RFP

URL - the exact URL of the page on the WWW

Title Bar - material appearing in title bar - see "Header" below

Administrator - person responsible for updating - see "Footer" below

Linked Pages - linked pages within www.episcopalri.org

Posted Documents - documents in any format referenced from the page

Linked Databases - databases either published or updated from the page

Outside Links - URLS linked to the page

Metatags - list of matatags included in the formatting of each page

Other fields may be added as necessary.

 

CONTENT

Copyright  Except where noted, all materials posted on the website are copyright to the Episcopal Diocese of Rhode Island and are so marked.  The use of material copyrighted by other parties will be clearly credited in accordance with current laws and usage practices.

 

Style  Material posted on the website will conform to the Style Guide for www.episcopalri.org as separately published.

 

Advertising  Advertising or promotional materials in any form (banners, buttons, formatted links, etc) are not accepted by the site.

 

Updating and Maintenance

Several sections of the website use ColdFusion

® technology, permitting staff input into database material which then displays at various points across the site.  Updating and other administrative access to the ColdFusion® editor is granted on a password basis to authorized personnel by the Deputy for Administration as assigned in the Page Specifications.

 

Every page of the website receives a "date modified" stamp with appropriate hotlink access to the person responsible for the material on that page.  All pages are subject to review and revision by the Canon to the Ordinary and/or his designee.

 

Pages will be incorporated into the site only when they are fully developed.  "Under construction" or "Check back here for further information" pages are not permitted at any level of the site.

 

Links to other websites  Requests for links to and from other websites will be evaluated by the Canon to the Ordinary or his designee(s).  Links to and from sites which contain material contrary to the mission and ministries of the diocese will not be permitted.

 

Live chat/ICQ  Any interactive "real-time" events hosted by the Episcopal Diocese of Rhode Island on or through its website will take place at a specified time (Eastern), be of a definite length, and be on a topic approved by the Canon to the Ordinary.   Such events will be hosted and monitored by a named member of the diocesan staff, who will clearly identify themselves and be available during their entirety.  The hosting staff member shall have full authority to moderate the discussion and (if necessary) limit access to the event.

 

Listserves/mailing lists  Ongoing diocesan communications tools such as listserves or "bulletin boards" shall be on a topic approved by the Canon to the Ordinary.  Such forums will be administered by a named member of the diocesan staff, who will clearly identify themselves, and shall have full authority to moderate the discussion.  Admission to such forums may be open or limited. 

 

Contact Information  A separate “Contact Information” page with full address, telephone, fax, and appropriate mailto links will be maintained.  This page includes links to directions to Diocesan House and Annex.

 

STYLE GUIDE

 

INTRODUCTION

The purpose of this style guide is to ensure that all official Episcopal Diocese of Rhode Island (EDRI) World Wide Web pages are easy to use and convey a positive image of the diocese.  This guide is used in conjunction with, and is subject to, the official Website Policy of the diocese which is published separately.

I - PARTS OF THE WEB PAGE

For the purposes of this style guide, there are four sections to EDRI web pages; the Header; the Site Index; the Body; the Footer.  NB - Named parts do not correspond with the <HEAD> </HEAD> and <BODY> </BODY> elements in HTML.

 

The Header

The header contains three elements: the Page Title, Metatags and the Page Heading.

 

Page Title

Text that appears in the title bar at the top of the browser screen and is specified in HTML with the <TITLE></TITLE> tags.  Every main section of the site as outlined in the Site Index will have a title which names it.

 

Titles includes the words "Episcopal Diocese of Rhode Island" preceded by the page contents:

            Convention - Episcopal Diocese of Rhode Island

 

Metatags (not visible)

Metatags for each page are found in the Page Specifications, and must align with the content of each page. 

 

Page Heading

The page heading is the title text that appears inside the web browser window at the top of the web page itself. This consists of

- the name of the diocese at the left in varied Libra Uncial type,

- a short form of the main site index in two chevrons at the right in Arial 10 pt. type

- two tabs extending above the Site Index and the Body.  The left always indicates the section of the site currently displayed; the right is “Main Menu” which returns the user to the home page.

 

Please use the following fonts in headers and elsewhere:

 

"The Episcopal Diocese of Rhode Island": 20 point Libra Uncial. (Note: As Libra Uncial is a calligraphic font, headlines set in this font should be created as a JPEG or GIF image, not as text. This enables the headline to appear correctly regardless of platform or browser.)

Ordinary Text: 10 point Arial (when browser displays “Medium” text size)

 

These typefaces are used in the diocese's print publications and should serve to reinforce the diocese's corporate identity.

 

Instead of a header graphic, text headers are also acceptable.  Text size should be a little larger than the text on the rest of the page, in boldface.  Text should be left-justified (not centered or right- justified).

 

The Site Index

The Site Index appears in two forms on all pages: as a left-hand index bar with rollover sub-menus, and in a condensed, text version in the Header.  Both presentation styles will remain consistent throughout the site.

 

The Body

The body may include a title in Libra Uncial 32 pt. (as a JPEG) or in Arial Bold 18 pt type.  The default text font (Internet Explorer View menu "Medium") will be 10 pt. Arial.

 

The Footer

The components of the footer are a hotlink to the “Contact Information” page, a “Site last updated” time stamp, a notification of publisher, and a link to the Policies and Style Guide.

 

Copyright Statement

The copyright statement reads  "This is an official Web page of the Episcopal Diocese of Rhode Island © 20xx. All rights reserved." The copyright on official EDRI pages must always be to EDRI, never to a department, program, or individual. The use of copyrighted material not belonging to EDRI is acceptable when used with permission, but the copyright acknowledgment should be in the body of the page with its respective material, not in the footer.

 

 

II - USE OF GRAPHICS

Size and coding of graphic images

JPEG and GIF formats may be used as appropriate.  Every image should have an ALT attribute so that users who are browsing with their graphics option turned off, or with text-based web browsers, will know what the image is. Graphics used as spacers and rules are an exception to this.

 

Every image should have a HEIGHT and WIDTH attribute specified for it, allowing the browser to compose the web page before all of the graphics are downloaded.

 

Copyrighted graphics

Copyrighted graphics owned by anyone other than the Episcopal Diocese of Rhode Island may not be used on an official EDRI web page unless the proper copyright permissions are obtained.

 

III  - ACCESSIBILITY OF PAGES

Accessibility is very important for the EDRI web site.  Many of our users do not have the latest web browsers or high-speed connections. Churches and international users with internet access often do not have new computers capable of running the latest web browsers. Some users, either out of preference or necessity, use text-based web browsers.

 

With this in mind, we offer the following guidelines:

 

1. Make sure that pages are accessible by text-only browsers. Users may not get the full impact or enjoyment of the page, but should be able to read the information on it and navigate the web site without much difficulty.

 

2. Assume end-user browser capability of Netscape 4.0/Internet Explorer 4.x. Most users have browsers at least capable of this level of HTML rendering.

 

3. Use frames, animations, and JavaScript sparingly, if at all.

 

4. When using an IMAGEMAP always have an alternate all-text menu available.

 

5. Avoid requiring special plug-ins or other software not already widely distributed.  An exception is documents formatted for Adobe Acrobat (.PDF) since the Adobe Acrobat Reader is widely distributed and commonly used.

 

IV - IMAGE

Integrity of image

As an ecclesiastical organization the diocese must project an image of professionalism and integrity. To that end, there are some elements of world wide web technology not pertaining to accessibility that are avoided such as scrolling marquees at the bottom of the browser window, blinking text, and visible "hit" counters.

 

Fully developed pages

The Website Policy states that "Pages will be incorporated into the site only when they are fully developed."  For that reason EDRI pages do not display the "construction sign" or say that they are "under construction."

 

Exclusivity of design elements
The EDRI wordmark and seal are not used without consultation with the Canon to the Ordinary or his/her designees.
